Administration Schedules First Negotiated Rulemaking Sessions

The Department of Education is holding its first negotiated rulemaking under this administration. The list of potential topics includes employer eligibility requirements for the Public Service Loan Forgiveness program, the Pay As You Earn and Income Contingent Repayment plans, and an undefined selection of other regulations related to student financial assistance programs.

The hearings will also seek to identify Title IV regulations that have affected institutions, especially those regulations that have inhibited innovation or contributed to rising college costs.

The Department will hold two public information hearings, including an in-person hearing on April 29 and a virtual hearing on May 1. Registration is not required to watch, but those interested in presenting comments will need to register by emailing negreghearing@ed.gov by 12:00 p.m. EDT the business day prior to the hearing with your name, topic of interest, and availability. NAICU plans to actively participate in this process on behalf of the private, nonprofit sector but also welcomes its members to participate as well.
