House Passes Transgender Athletics Bill
In a move that would amend Title IX to prohibit trans women and girls from participating on women’s sports teams, the House of Representatives passed the Protection of Women and Girls in Sports Act of 2025 (H.R. 28).
The bill would also amend Title IX to clarify that the term “sex” refers to biological sex at birth. Despite the prohibition against transgender students’ participation on women’s athletic teams, the legislation would permit trans students to practice or train with women’s teams so long as biologically female students are not denied roster spots or other athletic opportunities as a result.
During his campaign, President-elect Trump called for prohibiting trans athletes from playing on girls’ sports teams, and he will almost certainly sign the legislation if it reaches his desk. It’s currently unclear, however, whether the bill has sufficient support to pass the Senate.
